POLICE REFORM GROUP RENEWS CALL FOR PROBE OF MASS STATE POLICE
Criminal Charges Against Troopers Called Devastating:
Yesterday, Massachusetts Attorney General Andrea Campbell and Special Prosecutor David Meier announced the indictments of four Mass state police officers assigned to the State Police training academy staff on involuntary manslaughter charges, in connection with the tragic death of Massachusetts State Police Trooper/Trainee Enrique Delgado Garcia. Although a thorough investigation was anticipated, the news of the criminal charges is devastating for both Enrigue Delgado Garcia’s family and members and families of the Mass State Police past and present.
The Massachusetts Association for Professional Law Enforcement (MAPLE) has since 2018 called for an independent commission to conduct a full review of Mass State Police administration, training policies, organization and operations to promote public accountability and transparency for all citizens of the Commonwealth on these matters and to prevent future actions of this nature. Our purpose is to support efforts to restore trust and confidence in the MSP by ensuring their adherence to the highest professional standards.
In light of these significant indictments and upcoming criminal proceedings, we reiterate our call to both the Governor and to the Legislature to convene an independent Blue-Ribbon commission of competent nationally recognized police experts, to examine the structure and culture of the Mass State Police. There should be a particular focus on the agency’s hiring practices, training program and first line supervision. We feel that this is crucial, in order to preserve public trust and confidence in this agency without which they cannot fulfill their mission.
